measuring hitch per NATPA rules

I'm trying to put together hitch and draw bar set up for my JD b for a pull coming up. How do you accurately measure distance from center line of axle to hitch point? I want to make up a set of wheelie bars also. Looking at DIV I rules. Does anybody have a picture they would like to share. I have late b drawbar support but no drawbar. Thanks Jim

it's 4 inches from the center of the axle to the surface where the powertrol/cover mounts.

since I have 38 inch wheels the outside of the rim will be 20 inch to the center of the axle . I pull a line across the outside of the rim half way up and measure back . then drop a plumb line . now you know how far its from the center of the axle and you can demonstrate it if neccesary
