MF 1100 Steering Problem

I have a MF 1100, that has lost steering. The Steering wheel just spins like a top in either direction. This has happened once before and it was taken to the shop to be fixed, we got the tractor back, and it sat for a year while I was overseas and now it won't start. While my dad was trying to Pull start it, it lost steering again.

I think that what pressure was left in the lines from the last time it was ran was what gave him the steering he had when he was trying to pull start it.

Does anyone know how to fix this?
 
Is it possible that your manual unloading valve
is in the up position? This valve relieves hyd.
pressures when starting the tractor. The valve is
identified as a ring on a pin at the rear center
of the operators platform. I can't recall if this
would keep the p.s. from working but be sure this
pin is pushed down. give it a try. Chuck
 
If the manual unloading valve is in the "up" position it kills all the hydraulics, power steering included.
