MF 135 fuel gauge

The fuel gauge on my MF-135 diesel was not working so I got a new gauge and new tank sending unit. However it does not register on the tractor. I touched the 12 v positive post to the battery and the gauge registers to full. The gauge is supplied with power from one of the terminals on the voltage regulator. With the tractor running, if I check with a voltmeter the wire from the voltage regulator to the gauge there is zero voltage. I am assuming there should be voltage from this terminal and should it be 12 V or is there a resister in there that reduces the voltage for the fuel gauge. I am not sure where to go from here without knowing what is going on with the voltage regulator. As far as charging the battery, the voltage regulator works fine. This tractor was the Delco-Remy 10 DN alternator with the external voltage regulator unlike the later 10 SI with the built in regulator.
