I have a MF 698 -- the PTO is engaged but, it will not dis-engage the lever in the cab seems to be connected. Not sure if there are other things to check short of tearing into the tractor which appears to be quite a bit of work!
 
I had the same thing on my Landini 8860, which is the same rear end, I think. The shifter fork had partially come off of the sliding gear. I had to remove the top cover and replace the fork and shim it out so that it would not come out again.

Hi,
When the lever is disengaged is there still enough force to drive a light implement? Without anything attached try and stop the pto using a piece of 3x2 wood or similar. If the shaft will stop this way then it is likely to be the brake pad on the IPTO drum worn or a defective brake actuation cylinder. If you still have full power then it could be a linkage problem.
