I put in a new steering shaft seal on my 1963 MF35 loader. It worked fine for a few hours but it started leaking badly again.
What would cause this issue?
 
Worn shaft . It needs a speedy sleeve or a new shaft or even built back up and turned true again. Also worn parts could allow enough movement of pieces to damage a new seal if they are not corrected before new seal insulation.
 
The shaft looked good. I was thinking maybe a pressure issue? I had the steering cranked all the way to the left doing some pushing through some brush and I noticed it after that. I remember watching a vid of Bundy Bears Shed and he was showing the pressure changes when the steering is cranked all the way right or left. I usually use brake steering.

I doubt it's a pressure issue. Did you follow the Service Manual when you replaced the seal? The valve needs to be disassembled and possibly rebuilt. Most likely the shaft is worn/ pitted. The castle nut may be loose causing too much backlash. One or more of the ball check springs may be broken. The spool/ bore may be worn.

I'm caryc in the link that Stan gave you. Even a speedy sleeve didn't work on that worn shaft of mine. My totally new parts for the steering cost about $650 and like I said it now steers like a Cadillac. That's been a couple years ago and not a single problem since. I know you'd like to figure on replacing one little part will fix it. I had mine apart three times before I finally went with all new parts. It was well worth it. Good Luck To You.
 
It is possible to be caused by over pressure. I had a Ford 3000 that was bending the cylinder shafts. Determined it to be the pressure relief valve sticking. Removed it from the pump, carefully disassembled it, found the culprit, cleaned it up, end of problem.
