MF65 hydraulic pressure test question

I'm getting ready to finally test the hydraulic pressure on my 65. I'm just wondering about a few things. My tractor has the control valve under the seat between your legs to operate my loader and lift arms. What I'm wondering is once Ive got the guage hooked up and the tractor running, do I need to raise the bucket all the way up in order to achieve my maximum pressure reading? Also what about the lift arms on the rear while I'm doing this, where should they be positioned??

Everything Ive read so far says I should have somewhere between 2200-2800lbs of pressure.
 
Well the test showed that at my highest reading I had 1800lbs pressure. Doesnt sound like enough to me. I guess I'll try a new relief valve first and hope that helps.
