MF65 PTO lever stuck

Went to do some work the other day & couldn't get the PTO lever to move. Didn't want to try to force it too hard. Would really appreciate any ideas on where I should start checking. Thanks, Norm.

I would remove the lever with the pto shifter plate and see if the lever is the problem or if its in the pto

my son had that problem. the filter had come off the pump and was jammed against the linkage
