I've got an IH 886 & the plastic facing on the gauges is scratched & a little milky. Any tips on cleaning it up??

Toothpaste and a damp cloth works well, it is a mild polishing abrasive.
Also any of the plastic headlight restorer kits from an auto parts store.
 
In your auto parts store look for a product that is used to restore plastic car headlight lens that have clouded over. It should work in your case.
