missing 4020 brake valve spring

I'm disassembling my 4020 (early model) brake valve in preparation for a rebuild. It appears I am missing a spring in each brake piston assembly (see pics).

Was this a change, a previous goof-up, or ???

Yes there is supposed to be 2 springs used there some one before you must have left them out..
