Model 36 hay rake gear box

I have a model 36 hay rake and have a couple questions. There's an issue with the gear box. The handle on the top will not move. Should this move to lock/unlock the ground driven gears? There's also levers on each wheel hubs

Yes it should move to take it in and out of gear. The levers on the wheel hubs are to disengage the ratchet drives within the hubs for road transport.

So do the levers on the wheel hubs do the same thing as the lever on top of the gearbox

If the gearbox is stuck 'on' I suppose you could engage and disengage the entire rake with the hub levers. Disengaging them is supposed to stop the shafts to the gearbox from turning while moving the rake on the road. If the gearbox is stuck 'off', the hubs will have no effect.

I'd be concerned if the gearbox lever doesn't work, there are bits of metal where they don't belong that could further damage it.
