Model B overheating

So I flushed the radiator with radiator cleaner and filled with coolant then worked it. It overheated so I ran cold water over the radiator and It cooled right down. What does that tell me?
 
If the engine is able to transfer its heat to the coolant, and the coolant is circulating to the radiator, and the radiator can reject that heat to the cold water being applied, the system is basically working. It's apparent that the radiator cannot reject the heat to the air.

Is the air side of the radiator (fins) clean? Did the cooling system flush produce any noticeable amount of solids or sludge when drained? Did you mix the coolant with sufficient water to carry the heat?
