Model M brakes

I have a model M serial number 55113. Confused on the brakes. With 2 brake pedals on the right, working individually or together. The inside brake pedal will only lay back until it hits the metal stop on the tractor. That's good. What keeps the right outside pedal from falling way back, so far back that the face of the pedal is facing the ground? Of course, with both cam locks on, this problem doesn't occur. But you cannot run it with locks on. This M is a new restore project for us. We have done an A and B but have never seen the two brakes on same side before. I do not see that we are missing any parts.
 
If I am understanding your problem correctly (which I may not be) I think your issue will be resolved once you put the fender back on.
 
I remember wondering during the rebuild of my M what prevents the brake pedal from flipping over, towards the rear of the tractor with the pedal facing the ground. I had it running without the fenders yet installed. Then I realized once the fender is installed it prevents the pedal from rotating in that direction.

Note the brake rod (Key 3), hex nut (Key 4), cotter pin (Key 5), pin (Key 6), and yoke (Key 7).

Thanks for the input. I do believe the lack of fenders is the problem. Once they are on I do believe the problem will be solved. But I will also recheck the brake pedal assembly.
