Model R not starting

JD model R still not starting , pony motor runs , diesel fires on ether , will not run on its own , filters are new ,we took the top cover
off over the pump and turned the engine over by hand and everything seems to be moving , it acts like it is not getting fuel, any ideas
? the tractor has not run in 10 years but has been inside

Since you have the top cover off you can verify if the ''rack'' (the system of rods linking the individual injection pumps to the governor) is free to move right and left.

As I replied to your last post DO NOT try to start it if the linkage is sticky, get it to move freely first, and have a plan to choke off the air to the engine should it begin to overspeed at startup.
 
On the R if it does begin to runaway,just pull the decompress lever,you do not need to choke the air off.
That will stop the engine!
Been there done that on a 70.
