More 3000 info

Well the 3000 I bought turned over so i took off the fuel filters they were full of water and rust so I'm talking off the tank to clean it out or replace it I have another one.I think I know why they quit using it. I saw they but a new lift pump on the injector pump. I pulled out the oil bath filter and OMG! It was completely stopped up. So I bet they replaced the lift pump thinking that was the problem but it couldn't be getting any air. I checked and like all of the 3000's I've been around the injector pump didn't have any oil so I filled it up and letting it set. If it does turn out to run and I'm going to fix it up there's a couple things I found that I'll need to check. I will have to change the fluids but when I move the draft control lever it only moves a little and makes a clanking sound inside the top cover. So I'll pull that and go through it i'm sure the filter needs changed anyway. The differential lock when I mash it goes down just a little and then the part that looks like a small shock absorber cylinder thing comes out but the rear end leaver part barely moves. I've never worked on one of those before so I'm not sure how it's supposed to be. Any help for things to do or look at would be appreciated.

The diff lock is designed that way. That shock is actually spring loaded. You step on the locker pedal and that loads the lock so that it can engage as soon as it's lined up.
