More clutch replacement problems!

Okay, split the tractor, got flywheel resurfaced, replaced pilot bearing, throwout bearing. Put Flywheel back on, put disc and pressure plate on, snugged bolts down in star pattern, set torque wrench to 15lbs, put on first bolt and barely turned torque wrench and bolt broke off! when I took bolts back out, one was longer than the others and I'm assuming the one that broke off was longer too. I'm going to take flywheel back to machine shop tomorrow, but wondering if I did something wrong or if two bolts are longer than the others? Also, if I wanted to replace the bolts do I need to get special hardened ones or can I get them at Home Depot or a hardware? Thanks for the help, was hoping to be mowing tommorow, but.......

The Master Parts catalog calls them 5/16"-18 x .77, special shoulder. I just put a clutch in & can't remember what was "special" about them, but I'd call nnalert's & forget about the hardware store.
