The hex body is 1 inch and it's 3 inches long. The threaded hole is .742 ID, 18 threads per inch and straight so not for pipe. Watch the video.

Mystery solved. A gentleman in the Facebook group identified it as a flaring tool from the 30's or 40's developed by Parker. The AC and 810 is a military spec. Since there is no room in the body for a flare if the pipe is around 3/4 dia. I suspect there was another part like a collet or sleeve the grip the pipe.
