my tractor is whistling!

63 4000 4cyl gas.........when you back off the throttle, and go down a hill on low rpm holding you back.......it whistles like a diesel. give it gas and go up hill, it goes away!
runs fine though!
why do i get all the odd stuff!?
anyone have a clue?

You may have an exhaust leak of some sort

Sounds like a vacuum leak. Check the manifold bolts and the bolts securing the carburetor to the manifold. Make sure the screws holding the carburetor together are tight. Also, any of the gaskets at those same joints might need replacement.
