Can someone identify the two small Allen plugs on the block outside the distributor housing along the distributor and oil pump shaft? What is their purpose?

The are Allen-head capscrews that retain the oil pump to the block.

I m referring to the two smaller Allen head plugs above the two that hold the oil pump.

The two Allen-head plugs cap off holes used at the factory to drill a couple of passages that flow oil the lower distributor shaft.
