NAA shifter lever

I have been looking at some NAA's and 600 series tractors. On a couple of them I had to really push hard to move the pto shifter lever to either engage or disengage. I have a Jubilee, an 8N and a 2N. On those the lever moves easily. Does anyone know what kind of issue would cause that them to be so hard to move? I'm in Michigan and it is getting cold. Would a heavy gear oil not warmed up create that condition?
 
My guess would be lack of use and lack of maintenance causing rust.
I'm also in Michigan (Ionia county) and I know the cast iron
on my tractors will condensate and draw moisture if I don't use
them enough to heat the oil up good and/or don't keep after the
oil changes on a regular basis. Did you check the fluid for water?
There are other causes, of course, but that's the obvious one to
me if you can still get it to shift and keep the PTO engaged.

Thank you Royse. You are right about the cast iron
and the condensation effects. There were other
reasons for not buying the tractors I looked at,
but it was curious that a couple of them had that
condition. Something I had not encountered before.
Not looking for a project tractor. Appreciate
your response and insight. I am in Eaton county.
