New holland 660

I purchased an operational manual and it stopped routing twine at the cutter. Where does it go from there?
Can I operate the baler without the control box?

I am not sure what you are asking about the twine.
No, you cannot operate without the control box. You would have no way to feed twine.
Even if, I can not feed the twine without the control box, WHERE does the twine go AFTER it's threaded to the cutter and hangs down. Can't I manually pull the twine. At least until I can find a control box?

Your twine should be cut off a couple inches below the knife in your picture. Rock creek is right, if it is a mechanical tie, there should be a leaver just above where your picture is made that will mechanically trip the tie arms when you have a roll the size you want.

If it is electric tie, you will have to have the control box.

Is that 660 a twine tie only baler or does it also have net wrap
If twine only it will have the Auto Wrap feature that automatically apply, wrap and cut the twine once the bale reaches the diameter it is set for
In the photo the twine is routed over the knife arm, it should be hanging straight down from the twine arm, the knife is open so either the baler hasn’t completed the wrap cycle or it’s stuck open
When the wrap cycle is complete the knife should rotate down against the bracket below it to cut the twine and hold it there until the next bale is complete

Have you recently acquired this baler, it doesn’t appear to have baled any hay for a while

My 640 had Auto Wrap and my BR7070 has it as well

If twine only it will have the Auto Wrap feature that automatically applies wrap and cuts the twine once the bale reaches the diameter it is set for. If Auto Wrap you can bale without the monitor but I wouldn’t recommend it, if the baler has net wrap capability you must have the monitor has it controls the entire net or twine wrap system
