New Idea 30 B sickle mower

I recently purchased a New Idea 30B sickle mower and want to change all of the fluids. The Operating Manual shows adding gear oil to the ratchet gear case and there is a drain plug right below the ratchet gear case,
There is also a second drain plug below the lift mechanism, but no mention in the manual about adding oil to the lift mechanism.
Is the lubrication of the lift mechanism gears provided by the oil from the ratchet gear case. If so, what is the purpose of the drain plug below the lift mechanism. Thanks.

Would be because the casting had 2 sumps in due to way it had to be cast. So either would not drain it all but with oil level over the deviding part then it would level out.
