I just had a metal shed put up and now it decides to rain. the metal sits down about 2 inches from the floor (all concrete) and now it seems as if the walls are leaking but only around the edges there is a 4x4 tube that sits around the edge that the siding if fastened to.my question is this - is the concrete wicking up moisture or is it leaking? the insulation is dry where I can feel it and there is no standing water. I put a bead of caulk around the inside edge of the tube and the concrete seems damp below that .
 
Hmmmm, the net's a wonderful thing. But if you can't figure out what's going on while up close and personal, IDK how us net denizens can help you without so much as a photo. (Just say'in!)
 
It's really hard to help without so much as a picture.

Is the concrete pad exposed outside the walls?

If so the rain water is just wicking into the surface of the concrete and working its way under the wall.

Caulking on the INSIDE is worthless. The water is coming in from the outside.

You need to keep the concrete from getting wet on the outside in order to prevent it from wicking into the inside.
