no luck static timing

Borrowed a test light from a friend. No luck whatsoever in trying to set timing. It does not seem to matter if I set timing +- 10 degrees, how can that be?
I'm getting a timing light and trying that. Is it possible to see into the flywheel hole and get the light to shine on the mark? Kinda tight around that little door and can't look directly into it. Or, is the mark easily seen from the angle that is present?

Magneto or distributor?

Setting it static with the piston at tdc should allow it to run, then time it with a timing light. Mark your front pulley with dabs of paint level with a marker? You would be able to see that?
