No steering on Case 350 B backhoe

Fired up my case 350 B backhoe today to go bury a cow. No steering. Everything else hydraulic works fine, the steering cylinders have been rebuilt, but as I turn the steering wheel, the wheels don’t turn at all. Is there a separate reservoir for power steering hydraulic oil/fluid that I have missed? I haven’t had it that long or used it that much. Is the power steering orbital valve stuck somehow? What do I test first?
 
The 350B is a crawler, taking its a 580B the steering is completely independent of the machine hydraulics and does have its own oil reservoir, right side of engine in front of the starter motor, same oil as hydraulics, THC, see if it has enough oil in it, if not fill it up to the mark and put the cap back on lift the front off the ground and steer from left to right to expel any air , lower it down and see if you got steering, if not come back and we'll go from there.

Thank you for the correction and the advice. I also have a John Deere 350 B dozer, which I had to use to bury the cow, and it’s giving me problems too with the digital oil pressure gauge, jumping all over the map. Evidently, I was thinking of the one while posting for the other. No wonder I wasn’t getting any responses.
