Not a plow. That's a three point 2 row corn planter.

Some history
The planter is much older than the hitch conversion. The "runner" style planter Was very early. The seat indicates it was likely converted from horse drawn to 3PT. The design is likely pre WW2. Jim

Compare to John Deere 999 and 999L. Don't know the value. If it works I would guess a few hundred for deer plot.

Y-4678-B is just a casting number on the particular component, which appears to be an axle bearing used on a 999 or 999L planter as Duner WI posted. It might have been used on more than one implement, it is not a model identifier.

Its a planter! Model 999, from say 1934, was horse drawn originally. I would engage the clutch, make sure the chains are on and free. Grab the front and pull around by hand and see if the wheels drive the seed boxes? If does, would be worth a hundred dollars. The main part is the clutch. It has to work to operate the planter. It needs to have oil in it to lub the gears. To plant say corn, you need two cell plates in the bottom of each box.
