oliver 1855

i have a fairly new to me 1971 oliver 1855 diesel. the thing starts great and actually sounds great. the issue is power, it feels very sluggish and seems to struggle on my kuhn discbine? it pretty much smokes the entire time i'm mowing hay and betches it out pretty good if i encounter a hill while mowing. the discbine is only a 7'10 cut so the 18 shouldn't even know its behind it. also while traveling down the road to another field there is a decent hill to ascend and i thought i was going to have to drop down to direct to climb it. my 1655 pulls this hill easily with the same load. it feels like it is out of time any thoughts? thanks in advance.
 

Do you know the maintenance history? I'd start on the intake side by checking the filter, adjusting the valves, and moving to fuel system from there.
 
Start with a new air filter, if it has the small one inside, change it too. Then change fuel filters and try it out.
