Oliver 66 governor problems

Hi im restoring an oliver 66 and i have all the bugs out of it except for the governor.
When it runs it wont run at a set speed it would race up and down. It wasnt horrible but it was very noticable. Any ideas on how to fix or rebuild my governor?=
