Oliver 660 govenor

I have an Oliver 660 that I just rebuilt the govenor on. However the governor keeps loosening up and the shaft and weights move to the front of the tractor. The weights will hit the front of the housing if the trator is ran too long. What is supposed to keep the govenor in place? Are there parts that could be missing? I replaced the bushing for the govenor shaft in the front of the engine block. This tractor has been worked on years ago but I didn"t fix it then. Thanks
