Oliver 77 problems and questions

I've got my 1951 oliver 77 to finally run good, but there is still some problems and I'm looking for solutions.
1. After running the tractor for a while at higher RPMs it'll start sputtering and almost dies, keep in mind this is while driving it/under load, but when i let it idle for a minute its fine out of gear, when i get back into gear it starts sputtering again, but if i let it idle for longer times, the sputteringgoes away for a bit then comes back, I've replaced The coil, condenser, points, rotor, distributor cap and some other miscellaneous electrical parts, i also had the carb line through and completely rebuilt, I have also went through the valves since two were sticking, but we didn't take the head off when we got them unstuck.
2. While at a stand still and even while driving the throttle is all whack, on the first three notches on the throttle lever it's at idle, but if I move any farther than that is revs way up, it almost like an on off switch, all or nothing. I'm new to these Oliver's and I have no clue how the governors work on these, maybe it has something to do with the governor?

The sputtering when you take off thing might just be that you need to choke it a little until it warms up good. It's not automatic. There could be a few things with the governor. You might have to take off the air cleaner to get in there and find the problem. Is the linkage binding between the carb and governor anywhere? There are two things inside the governor that can cause the problem you're having. There's a brass washer that goes on the back of the drive gear, between the gear and the engine block. I've seen those worn out and gone and the gear worn right away in to a big groove on the back. Be careful if you pull it out, to be sure the washer doesn't stick to the block and fall down inside. The other thing is the bearing in the front of it. I went through this on my 1600 a few months ago. You can search for the post. They use the same governor set up. None of us have had any success finding the actual bearing anymore, but my son and I got creative and made a bushing on the lathe and used what we could find to make one work. Details are in that post.

Bases on what you are saying I would study the governor and linkage more. Get a manual and so on. If you have to choke it to get it to accelerate that would tell me fuel issue. Follow what Lund said he knows Olivers

I has something of the same problem a while back. Carb rebuilt, gas line check, float checked and still run good and sputter and die. Let set and it'd start and run for a bit. Low idle and it would run seemingly okay. To me, the tractor was starving for gas and that what it was. Set like the book, the high speed screw was too far out. I kept turning the screw in until it ran good at any speed/throttle setting.
Fixed up a line to watch. Gas was in the bowl and the faster I ran the tractor more line emptied out.

Red line on tubing is gas level in bowl. Took picture with the tractor not level.

I also forgot to mention the tractor does have a straight pipe on it, i don't know if that has anything to do with the sputtering but I just thought because I had an allis chalmers C a while back and the old muffler was rotted out, I put a new one on and it ran mutch better.

That wont have any effect on how the engine runs. My 77 puller has a straight pipe on it and it runs fine.

Okay, I just thought somthing with the straight pipe, since it made a difference when I put a new one on the AC since it was basically straight piped with how rotted out the muffler was

I figured out my governor problem, there was a broken piece, now i just gave to find where i can get this piece at.
