Oliver 770 carb

I have an Oliver 770. When you turn on the gas at the sediment bowl, the carb fills up with gas and gas starts pouring out of the carb. It runs quite rough. Adjusting the screws doesn't make any difference. I bought a basic carb kit and cleaned it out and adjusted the float but no difference. I ordered a new float-- which isn't here yet-- but the float doesn't seem to be filling up with fuel. It's a marvel carb.

If gas runs out of the carb when you turn the tank shutoff on it indicates the needle is not sealing and shutting the fuel off. That can be from a gas logged float, wrong float setting, floats hanging up and not moving freely to close the needle, for somethings. There have been cases where a new needle seat was installed, and the new seat did not fully tighten down onto seal the fiber ring between it and the carb body. Some have reported new needles hanging up in the bore of the needle seat body.
