over charging

I have a 3400 that is over charging, 18 volts or better!
Does this sound like a bad reg?

And measuring 18v at the battery? That would be very surprising to sustain a 50% overvoltage without a component smoking

If that battery really is at 18 volts, I'd be backing away from it.
