Oversteering JD60

This is a pic looking down at the steering gear. The wheels are straight ahead and the stop tabs should be at 12:00 and 6:00 but they are 1:00 & 7:00. Rotating the gear one spline back puts it at 11:00 & 5:00. Oversteering in the other direction. Looking at my parts book the roll-a-matic is held to the one-piece pedestal by two pins. Can I assume these pins are improperly installed or is there something else I should look for?

I have a 51 B that the pins have sheared off because the it works like you describe. We can put one wheel on a post and push and turn the n assembly on the shaft.
 
Just a wild guess here, but could the vertical shaft be 180 degrees off? Are the dowels on the roll o matic matched for position or are they staggered? Maybe someone has had this apart before to replace the bottom bearing and put the shaft back in the other way? I know someone with more experience than me will chime in with the right answer.
 
I have a model 50 that steers farther one way than the other. After much head scratching I determined that when the splines were cut onto that shaft they were not indexed correctly.
I figured it was a machine error ? unless for some odd reason it was designed to steer farther one way than the other ? I had other 50's that didn't do this. It also had to do in differences in a convertible and fixed front ends.
 
I certainly appreciate yalls input. Im thinking of the easiest route to take is cut off the gear numbs then at 12:00 & 6:00 drill and tap for short bolts using the bolt heads as new stop posts. I think it will work, if not, I will have to get a replacement gear and then check out the mounting on the roll-a-matic.
