Painting Question

I'm going to repaint my 1980 JD tractor, It has one of those plastic hood fronts. The factory paint has peeled off. Is there special ways to handle this? While it dosen't seem flexible, i'm guessing that is what happen to the old paint. I have purchased a couple gallons of TSC Valspar and the Hardener, I've had good luck with that before.
Also can the Valspar enamel be clear coated?
