Just installed complete power steering assembly on my 1965 ford 3000 Pump(used), steering column(used), cylinders(new) all new tie rods and filter. Steering works to the left , no power to the right harder than manual steering
 

Do NOT force it.
It can break the plunger springs inside.
It think if it works okay one way it is not
your lines.
You need to go through the hydraulic block
in the steering column.
There's likely rust/crud in it and or you
may have a broken spring or two.
Replace the upper and lower seals while you
are in there as well as the two orings.
It is not hard or complicated but get your
I&T FO 31 manual out and read the procedure
- especially the part about tightening the
nut properly and then staking it.
Be careful removing the hydraulic block
from the column. The plungers, balls and
springs will want to drop out the bottom
and go bouncing across the floor.

Updated information. Jacked the front end off the ground and bled some air from the cylinders. With the front wheels off the ground steering to the left was easy . Steering the the right was less tight then before. When on the ground and tractor running right turns impossible.
 
With the front wheels off of the ground, disconnect the rod ends of the cylinders and see if it is easier to turn than with them connected, and also check the direction of movement of both cylinders as you turn the wheel back and forth to make sure both cylinders are moving in the proper direction (or at all).
 
On the note....."be careful removing........, the springs and balls will fall out........" That occurrence on my 4600 cost me a $2,000 new steering assembly. I dropped a ball unnoticed and in putting it back together, the ball wasn't where it belonged and I had a problem getting the assembly to go completely together.....having not done that before I didn't know what was wrong until I had caused irreversible damage to the unit. I think the 4600 was about a '79 vintage and was surprised the local Ford house could get a new one for me.
