Power steering problems with MF 30E

I have a MF 30E Tractor/Loader/Backhoe. It has the powershuttle. I had some work on it and when it returned the power steering won't work. The transmission/power steering fluid was a hair below minimal so I topped it off. It is still not working. Everything else works fine. The wheels won't move at all.

Clean screen before
Pump
If neither is working make
Sure orings and seals on can not smashed out also check your hoses they get old and crack

I've checked all those. I'm going to check the steering wheel box next. It seems to be blocking the circulation through there.

Does the steering wheel spin or is it hard
Spinning means you have a bad cylinder packing
Hard means it's in valve or no oil supply
When you lift front end off ground does it move
Are spindles taking grease
What work was done at shop

The steering wheel is locked even with the front wheels off the ground.

The wiring under the gauge panrl caught fire and had to be rewired.

Ok maybe crossed hoses were tubes on it when new
Or column is froze up
Take bolts out and see
If it spins

Column is froze. What bolts are you talking about to remove?

You said you had some work done on it, so are you saying they gave it back to you in that condition with the steering column froze? How did they move it?

They did bring it back that way. It was delivered by a wrecker.

The four that bolt to steering valve

And you didn't ask them why the steering was suddenly frozen? This thing is getting very strange.

Do you mean a flat bed or was it towed behind a tow truck?

It was on a flatbed. The rewired it on their premise where it was towed then when they got it running and the loader, forward and reverse was working, they returned it.
I took the 4 bolts off of the bottom of the steering column and it just had spindles to connect below. I didn't see anything other than that.

The steering wheel did spin freely when I disconnected it from the box.

Will the steering wheel turn when the engine is off? It may be very stiff, but will it turn then? If so and any of the hoses were removed, then two or more were reconnected on the wrong port.
