Power steering

If it's the earlier style with the cylinder under the nose of the tractor then it sounds like the linkage for the control valve is worn.

Behind the fuel tank? I assume you are referring to the later ones that have the cylinder integrated into the steering column. Your description is sure to confuse some folks who will be looking around under the fuel tank for a visible hydraulic cylinder.
