Power takoff problems

I have a Tafe 45di. It's an Indian version of a Massey 240. I never used the power takeoff and cant get it going. I tried all the minor adjustments that I could teach myself. The clutch linkage if it's too loose I can get more grinding. If it's tight I get no grinding. My handle is a clamp on I can't really "adjust a spline" like I was told. I can move freely between gears. I just cant get any spin. Probably needs a repair man but hoping maybe I missed something.

Two stage clutch? Do you feel the two stages and does the tractor travel with the clutch pedal fully up and stop traveling when the clutch pedal is about halfway down? The PTO should grind if you try to engage it with the pedal halfway down and not grind if the pedal is fully down.
 
Yeah it's a 2 stage. You can feel the 2 stages. It does the stuff you asked. Halfway down it comes out of gear. It's a brand new clutch too. I had the pedal fully down. Held it for 5 seconds or so. I think I could feel the fork grabbing when the clutch tension was loose.
 
One thing you could do is turn engine OFF.

And see if the pto pops into gear and makes it so you cannot turn the shaft.
