I have fuel at first filter not second. I know the center line goes to final filter, but which of the other two are in and out to charge pump and where in all of this is the bleed screw. Does the fuel go to the charge pump before the filter or after. I did put on new filters. I did try the pressuize the tak with my hand trick. Thanks Jim

The rear filter is gravity fed, the rest depend on transfer pump pressure to push fuel through, is it an early or late 830 as there were two different filtering systems used, the early had a T valve on top of the filter base to open to allow gravity to fill all the filters if the was enough fuel in the tank, the later units had the transfer pump relief in the filter body behind the flat I believe 7/8 nut between the filters on the outside on the side of the base, many times I have removed the plunger and spring in that body and allowed the rest of the system to bleed then replaced the spring and plunger before trying to start it. For lack of a better explanation, the plunger is the dividing line between the gravity and transfer pressure side. If you have the capability, you could use an air compressor and push the fuel through but do that carefully, be safe, do not put high pressure in the tank. I rarely go that route.

Saw a trick on bleeding where a guy took a small tire tube (bicycle), cut it and slipped an end over the fuel tank fill spout, sealing with a hose clamp. The other end had a plug in it with a clamp. It enabled him to apply a few pounds of air pressure via valve stem, and hold it, while trying to bleed his fuel system.

Is the line on the back right go to the primer pump

Unlikely the pump is bad, you have the later filter, the nut you see on the side is where the plunger is that I take out to bleed the system by gravity. Without turning it over, the transfer pump blocks the fuel from getting to the second stage and final filters.

I have seen the valves on those style pumps filled with dirt, leaves, insects but not on the 30 series, the 70 series flow went directly from the tank to the transfer pump, and they could plug more easily. if the second stage filter is filled the pump should shoot fuel several inches into the air on the front bleeder when the engine is turned over, the transfer pump is a simple piston pump not known for failure. That would be the last thing I would suspect, the way it is plumbed into the circuit it is protected from tank dirt. 30 series are harder to service the pump than the 70 series where the transfer pump is located on the outside away from the block

I filled the final filter with a syringe. Tractor started right up. Shot it off quick so didn't run out of fuel. No fuel out of pump line. John S told me to put on an electric pump. I hve options.

I agree that putting a E fuel pump will get you going, but there is still an underlying problem that should be dealt with, the only thing I could see that would stop the transfer pump from working would maybe be a broken spring, there is just nothing to them, a simple piston pump that runs off a cam lobe in the Injection pump.
