I think those are called "Eaton" style snap rings.

But most have some type angle to the ends, helps keep the pliers from slipping off. Possibly that one has been modified to fit.

The pliers are also called "Eaton" type.

Four more hands are suggested in order to try and catch that ring when it flies away, and it gives you 2 more mouths to cuss when you can't find it.

That's a Jesus clip. Bad enough hombre it will make you cuss at sweet baby Jesus after it Tings off of every metal object in the shop and disappears.

I have a plier like that. It has serrations on the outside of the jaws, works very well for the jobs it was required for.

It's called an external snap ring, and you need some external snap ring pliers to take it off. That one looks like a pretty stout one. Working in the transmission business for most of my career I've seen lots of them. Most were thinner than that one, but just get a good grip and open it up enough to get it to clear the shaft. If you only get one end off, use a big screwdriver behind it CAREFULLY to work it off. If it gets bent a little, don't worry about it and try to hammer it flat again. If you really screw it up, find a new one.
