PTO does not fully disengage

I have been getting some great help from you guys I thought I would pose another problem I am having with my 831C. The PTO is always moving slowly when it is in the disengaged position. If I hold the lever up real tight it does stop. As soon as I let go it drags the PTO slowly. Is there an adjustment for this. The PTO engages fine, but the shut off is not complete. Obviously for safety reasons I would like to adjust this if possible.
 
I need to clarify one thing. Is your 831C an Eagle hitch tractor or a CK with DOM 3pt? That will make a difference on how to adress your question about the pto.

It is a CK with a 3pt
 
OK, try this first. Adjust the pto brake, as you mentioned that the pto will stop if you hold the lever. The pad is probably worn some, and requires adjustment. Here is the prodedure, in the 30 series opp manual. Hope you can read it. If you have further questions, hollar. Just a note; you need to reinstall the mentioned inspection/support cover each time you check the adjustment.
