Pto doesnt disengage mf 253

My 253 massey pto doesnt engage. When using a rotary cutter it doesnt spin but when hooked to a hay rake it will spin slowly when lever is in disengaged position. With tractor idling it spins and cant stop it with a gloved hand. With tractor off shaft spins freely. My service manual shows a brake on the independent pto clutch that wears out, however when I took my lift cover off mine is different than my manual and I have a disk behind my clutch pack that has a lever that is activated by a valve when lever is in off position. Everything works smoothly , so I changed a o-ring out and greased it and put it back together but still is spinning when disengaged.

According to www.agcopartsbooks.com the PTO uses a multi disc wet clutch and had a separate brake disc. With the PTO not stopping as you have explained I would suspect the clutch plates in the clutch are warped and need replaced. This could be verified by attempting to turn the PTO shaft with the engine off.
 
Spins freely with engine off
I am thinking when you disengage there is pressure put on that arm that touches that brake disk
I am going to check and see if I have any or enough pressure for that
