Pto engagement lever

On my Ford 335 industrial theres feels like there is two positions to engage the PTO. The first engagement turns it on but I can pull it back further and nothing seems to change . Is this supposed to be the 1020 pto rpm position?

There were 2 different model 335 tractors, one was the "utility" model made from 1975-1978 that replaced the 3400, and the other was the "highway utlity" model made from 1983-1984. Neither ever had a two speed PTO that I am aware of, and if they did there would have been a handle to switch between the speeds that was separate from the engagement handle.I'm guessing that there's just something binding in the linkage that makes it feel like there's 3 positions.
