does a pto turn all the time while the tractor is moving i know there is a little handle on the right side of the tractor that you step on the clutch and shift it handle to either engage the pto or shut it off, it still stays on,,,,i have a 8n ford tractor

When the PTO is engaged and the tractor is in gear anytime the tractor moves the PTO will turn. Even if you push the clutch and the tractor is in motion the PTO will continue to turn. Likewise if you have a PTO implement with a lot of momentum like a rotary mower, the momentum will also continue to drive the wheels while turning unless you move the PTO lever out of gear or shift the transmission to neutral. The PTO will turn independent of the rear wheels if the PTO lever is engaged and the clutch is engaged, (let up) but the transmission is in neutral.
Edit: After rereading, is the PTO just spinning due to the grease in the transmission causing it to spin along? Take a wood 2x4 a couple feet long and pry against it and see if it stops. Or does it for certain continue to turn an implement connected to it?
 
On an 8n Ford, the PTO should shut off when the lever is forward, and, run in the rearward position. This lever is on the left side behind the clutch pedal. Also, the PTO must be on for the 3-point hydraulic lift to operate. Mark.
 
There is a little lever on the right side under the seat. It doesn't shift the pto.
It shifts the 3 point hydraulics -- either position or draft control.
