PTO Shaft carrier

What's the name of this part and how hard is it to remove? The shaft doesn't turn.

If you can clean the bearing and get some grease into it it might be OK for limited use. The rpm is very low for a bearing and no real load on it. For many hours of use a new bearing would no doubt be the best repair but for a few hours now and then you could likely get by with this one unless the cage is destroyed and the pieces of the cage and balls are floating around.
 
The shaft won't turn on this set up so I need to remove the carrier. What's the best way?
From the parts diagram, remove seal, snap ring, use press. As I said above after you remove the seals you might be able to free up and clean the bearing a bit and with some grease it might do for limited use.
 
The PTO shaft is just a "press fit" into the inner race of the bearing. If you get a helper to stand the shaft upright with the spines down on the concrete floor, take a block of wood and a 4 lb hammer and drive downward on the carrier alternating side to side. Several good whacks and it will fall off.
