PTO Shifter Shaft

I bought a different Ford, it is a 950-4, but it has a row crop setup.
The PTO lever would not move, I removed the PTO round cover off and found the shifter shaft would not move, or rotate.
The splined shaft above it does freely, and so does the PYO shaft out the back.
In using a bar I forced the shifter shaft towards the front of the tractor, then the PTO shaft out the back was solid with the other shaft inside.
With a punch I tapped it back out to the back of the tractor, and the two shafts turn independently.
In doing this a couple times the shifter shaft can now rotate, but is still very stiff in sliding in and out.
I have the clutch peddle zip-tied down.
The oil looked good, no water, the inside looks good.
If I keep working it will hurt anything?
And, If I leave the PTO engaged I would be nearly impossible to hook anything to the PTO.
I've read many posts, they deal with bent or twisted PTO shafts, not the shifter shaft.

If I understand your description of your problem, I would spray some penetrant on both ends of the shifter shaft, sounds like the problem lies there. If the shift collar does slide freely I don't think you could damage anything by working the shifter back and forth.
 
Move the coupler all the way in one direction, and spray the exposed splines with a good penetrating oil, like kroil or PB Blast. Then slide the coupler all of the way in the other direction and do the same to the newly exposed splines. Wait a day and see if the coupler will slide easily in both directions. If not, repeat and wait another day, etc. until the coupler will slide easily in both directions. At that point you should be able to reinstall the round plate with the PTO handle and things should work.
 
I don't agree that the oil level is up to the shifter. I would remove the lever and check for rust. Clean as needed and put a new O-ring on it.
 
So there is no rust, it moves better with a bar, on either end. But the PTO lever cannot pull it out.
On the splined shafts above, the collar slides back and forth, in my mind I believe that the PTO clutch #12 is hanging up.
The bar on either end puts a strain on the shifter shaft, then once it breaks free, it slide to the other end, and the same in reverse.

Part number 12 in that diagram is what I was calling the coupler in my earlier post. What part number are you calling the "collar"? If part #12 does not slide freely when it is at one end or the other of its range of motion, then there ares a couple of possibilities. The first one is rust, and that can be overcome using good penetrating oil and moving the coupler repeatedly over time. The second is that the splines on one, or both, of the shafts are damaged in some way, most likely slightly twisted.
 
Isn't #12 located inside #1. There is a coupler that slides back and forth to the right of #13 & #14, that is not shown.
#3 is connected to #2, and #2's curved end is in the slot of #1 and in the grove of #12 in #1 and slide back and forth, move the lever #15 which rotates #10.

1 video is the coupler on the upper shaft

2 out of gear & lubed, but dirty splines

3 out of gear and brake cleaned shaft

4 in gear and brake cleaned again (looks like a crack in the top spline)

5 in gear and PB Blast again for the 10th time (still looks like a crack)

6 video with inspection door on and not able to move the handle

When it was brake cleaned you could not move the PTO clutch

Now what, how does the PTO shaft come out
