Quadrant adjustment ?

I now have a carb that runs good, idles a little high, 6-800 but I have to open the throttle arm about 40% open before I can get any rpms going.
Governer works good. I have adjusted the long rod longer and shorter without much difference. My spring is about 0 tension on the gov.
I am just not getting it clear how to adjust properly. becuse my brain is not what it used to be I'm sure.

Set the idle with the throttle rod disconnected then adjust the rod to drop onto the carb throttle plate arm connection in the idle position.
 
see if the gov is working by manually pulling the rod to the carb butterfly and see if the gov fights you back.

I had the same problem and found the bolt that attaches the bell crank (8n 9807) to the bottom of the throttle lever rod was loose and worn. If you've already shortened the rod that connects the bell crank to the governor arm, and verified the governor spring, you might want to check the bolt mentioned above.
