question on my 188D engine

I have what I believe to be a 1961 case 430 triple range diesel, I have just recently got it running and at about 3/4 throttle it starts to though oil out the dipstick...the dipstick is very loose, is there supposed to be a gasket or "O" ring on it to stop this?
 
According to the Case parts list it has a seal part number G46892. GO TO THE CASE PART WEB SITE AND FOLLOW THE LOG IN. Type in 430 , go to engine, it will give you gas and diesel, the diesel has 2 short blocks, look and see which one fits. Jerry from Ohio
