barrellracer ,If you have it out would be best.First clean the side of the strap where it connects to the radiator shiny clean,using a wire brush,course sand paper.Also clean the place where the strap connects to the radiator clean!heat and wipe with a water soaked clean rag, and tin both pieces with a propane torch using acid core solder.Once you have both pieces tined,hold the strap in place with a clamp,wire ect.Heat the strap and add solder through the holes in the strap,cool with a water soaked clean rag. Remember clean,clean is the process for a good successful solder joint

Unless you are experienced at radiator repair take it to a shop and have it soldered back in place. Should be a cheap and quick "while-you-wait" sort of job. It's real easy to un-solder other things and make it worse (aka more expensive to fix) by trying to re-solder it yourself.
