Rake tines keep breaking

I have a 1225 Pro Cart rake with the kicker wheel on the rear. I'm constantly breaking tines off that thing, much more often than the side wheels. Does anyone else have that problem? Any clue what the problem might be?
 
I wonder if it has too much down pressure on it. On my 1022's there is one or too springs and you can adjust the tension. I have never broke a tooth on the kicker wheels on either of my 1022's. One has raked several thousand acres.

Did you buy it used, and maybe someone put an older wheel on the kicker?
