Rare tractor or not.

Found a 1968 3020 serial # 11708OR. Is the OR in the serial number for orchard. Were many of these made? It has 26" rubber, very low ground clearance.

If the tractor is a 3020 the serial number must be higher than 50000. Could the "oh are" on the end really be "zero are"? If the tractor is indeed a 1968 (68 started with sn 112934) I believe the complete serial number should be read as 1xyz-117080R. The x represents a designator for the chassis type.
1 = row crop
2 = standard
4 = row crop utility
8 = orchard
the y represents fuel type.
1 = gas
2 = LP
3 = diesel
the z represents the transmission.
R = Synchro
P = Powershift
117080 would be the serial number, R is for Waterloo
If the tractor is a 3010 then the serial number could be 11708 and a utility model would have a complete serial number of 14T-011708R. The first 3010 orchard was 18T-028082R.
